    Volume from China on tariffed HTS classes is a reshoring tell. We compute trailing-12-month exposure per consignee and flag tariff-shock candidates.

    Quarter-over-quarter delta on consignee volume tells you who is dropping a supplier. A 30% drop in CN imports paired with a Mexico ramp is an active sourcing search.

    Bills of lading name the foreign shipper. You learn which Chinese, Vietnamese, or Mexican supplier your prospect is currently using. Useful for the second meeting.

How the pipeline runs.

  1. 01 CBP AMS ingest. Automated Manifest System data is published per 19 USC § 1431. We ingest the full daily feed.
  2. 02 Consignee resolution. Bills of lading list consignees by name and address; we resolve to EIN, DUNS, and parent company. Subsidiary-to-parent mapping handled.
  3. 03 HTS-to-capability match. Your ICP names what you build. We map the HTS classes that align with what you replace, not just what you make.
  4. 04 Trend + tariff scoring. 24-month volume series + Section 301 / 232 / 232A overlay. Reshoring score computed.

Limits. Air cargo manifests are partial — small package couriers (UPS, FedEx, DHL) underweight in our index. Sea freight is comprehensive. Sub-$2,500 entries are summary-only.

Foreign Trade Zones and bonded warehouse moves are not always captured at the consignee level until withdrawn. We flag uncertainty per record.
